One way to make liqueur is to mix essences with a neutral grain alcohol. Another way is to make a neutral high-alcohol sugar solution yourself by fermenting cane sugar. In order to do this, you will need a special type of yeast, called a "turbo" or "distiller's" yeast.
Alcotec 48. Alcotec 48 is an all-round "superyeast" for home spirit producers. It will ferment 13 pounds of normal sugar in a 6.5 gallon solution in 48 hours or less, even under difficult circumstances. Alcotec 48 works in temperatures up to 86°F. It will produce clean alcohol, but you should still treat with activated carbon for optimum quality before mixing with essences.
Alcotec 24. Alcotec 24 will ferment 13 pounds of normal sugar in a 6.5 gallon solution in just 24 hours. This will produce up to 14% alcohol.
Superstart Distiller's Yeast. This distiller's yeast requires additional nutrients to ferment up to 22% alcohol. Comes in a 1 lb. bulk pack.
